For example, I want the top left of my park to close, so I can go and close the whole section, and all signs entering that area will say "No entry"

Very interesting, and if the player sets a theme for the section of the park, peeps could have better AI to detect if the scenery they are seeing matches the theme of the section
But what if the whole coaster isnt in one section and close one section?
