It would be much more realistic if we had peeps like drive down a road and park and than enter the park instead of the appearing at the entrance when there is no peeps behind the entrance

Actually, I think it probably will happen. We know we have maps with roads and car parks, so it's all set up to support cars. Would be strange to see an empty road and car park outside.

I think the parking lots are more for decorative purposes. I think they will just create 3D models of cars/buses. (Like in the RCT3 the screenshot below)

BUT i hope you right ! This could be great to have in the original game, or an extension (such as "hotels" as I said in another topic)
