Roller Coaster Tycoon: Deluxe should be Ran on Windows 98/ Windows ME
Roller Coaster Tycoon 2: TTP should be Ran on Windows XP SP2
If These do not fix your problem download the Windowed mode....
It should have Compatibility Settings still.
Goto your located file
c:/program files (x86)/hasbro interactive/RollerCoaster Tycoon Deluxe/RCTD.exe
Right click it
goto compatibility Tab
Change it...
I do not recall i do, But building a close-quarter park is always good, always want stuff close together for your guests

Have you tried Running it in XPSP3? or set steam launch options for -windowed
The only thing i can think of is Re-install the game, if that doesn't work than you have a missing file in your installation
I never had any trouble with installing or playing RCT1 RCT2 on Win Vista, 7, or even 8 on 64bit.
If you have trouble just use compatibility change it to Windows XP Service Pack 3
