I think you can still get a refund if you just let Steam know the situation. It's not really fair for Atari to trick people into buying the game with the promise of including all those features...

I've been following this game since it's been announced so thankfully no, but I will say I think it's terrible how Atari have the physical game in stores and are selling it on Amazon as a full game....

They can't force people to keep their stuff on the Workshop. This is the problem with UGC.
We need more items from the developers so we don't have to worry about people removing their stuff.
They're $15 million in debt though. Even if they have made $3 million (which is unlikely since a lot of copies come from those cheap key sellers), they still have a long way to go.
I have yet to see any UGC in RCTW that makes me want to buy the game. And considering this was planned for a full release back in December, the UGC feature must not be that powerful.

There are a few differences between where PC & RCTW are at currently that it really doesn't make sense to try and directly compare them.

They never said that. The next big update, which adds coaster building and terrain tools, will be May 24.
